Project Award for Parramatta North Program


We are delighted to advise that Gartner Rose has been appointed by Public Works Advisory to undertake the building and refurbishment works for Packages 1 and 2 associated with the Parramatta North Program, the Heritage Core Precinct.

Infrastructure NSW’s Parramatta North Program is an urban transformation project and key enabler for the wider Westmead Health & Innovation District, a vision to drive investment and jobs growth in Western Sydney by transforming Westmead into a globally competitive Innovation District by 2036.

Within the Parramatta North Program, the Heritage Core Precinct is an area of historic sites with heritage significance. The Program seeks to restore and activate this area with innovation, arts and cultural uses and social enterprise.

Package 1 – Health Relocation

Gartner Rose will undertake the refurbishment and fit out works to various separate heritage listed office buildings, including buildings C106, C106a and C82 at Cumberland Hospital and an area on Level 1 of the Westmead Hospital. The refurbishments will include hydraulic, electrical, mechanical and fire service upgrades. Restoration works will be undertaken to another separate building at Cumberland Hospital, building C104, including replacement of the slate roof and refurbishment of the existing timber windows and louvres. Slate roof repairs are also part of the scope to buildings C106 and C106a. These works will accommodate for more staff and enable decanting of existing tenants into other buildings across the precinct, to make way for the proposed Western Sydney Startup Hub.

Package 2 – ParraGirls Memorial and Garden

Gartner Rose will undertake various demolition works including several of intrusive structures and two ex-superintendents’ cottages. Further works will include site remediation and soft and hard landscaping throughout. Hard landscaping will see new concrete paths, sandstone paving and various brick paving edges and drains. Soft landscaping will see mass planting areas, the installation of new trees, turfing and a decomposed granite path. Parallel with the front garden works, Gartner Rose will also undertake the restoration of the existing Fleet Street heritage wrought iron and sandstone fence.

Site History:

The Front Garden has undergone numerous changes in its layout and use since its establishment in 1844, located within the north-east portion of the Norma Parker Centre/Kamballa site. As such, the Norma Parker Centre/Kamballa site incorporates the Roman Catholic Orphan School (1844-1886) and various other institutions for women including the Parramatta Industrial School for Girls, the Parramatta Girls Training Home, the Parramatta Girls Industrial School (Parramatta Girls Home) and Kamballa Children’s Shelter for Girls, Norma Parker Correctional Centre for Women, and finally the Norma Parker Periodic Detention Centre for Women from 1997 to 2010.

The Cumberland Hospital has also incorporated many uses over its years. Established in 1818, the site has incorporated the Female Factory, Parramatta Lunatic Asylum, Parramatta Hospital for the Insane, Parramatta Mental Hospital, Parramatta Psychiatric Centre and since 1983 to present, the Cumberland Hospital.

Each of the Parramatta North Historic Sites is of exceptional cultural heritage significance and together they make an important contribution to the significant collection of historic government institutions on the Parramatta River. In addition, Aboriginal cultural heritage and archaeology values extend across the sites.
